In 1878, eight architects, including R.P. Pullan and his brother-in-law William Burges, were invited to submit drawings for the Truro Cathedral. Out of the eight, Pullan was one of the few who designed expressly for the purpose of the cathedral, but did not win the ecclesiastical commission. J.L. Pearson was chosen instead.
