The Zemstvo Dines (Russian: Земство обедает) is a painting by the Russian artist Grigory Myasoyedov (1834–1911), completed in 1872. The canvas depicts peasants of the uyezd zemstvo assembly: their lunch is simple — bread with onions and salt, while the noble part of the zemstvo (not shown in the painting) dines indoors, as hinted by the footman in the window wiping dishes. Other titles were also used for this painting: the Uezd Zemstvo Assembly at Lunch Time and Zemstvo's Lunch.

It is housed in the State Tretyakov Gallery in Moscow (inventory 639). Its size is 74 × 125 cm (according to other sources 75 × 125.5 cm).

Myasoyedov worked on this painting in 1871–1872, and it was presented at the 2nd Exhibition of the Society for the Travelling Art Exhibitions, opened in St. Petersburg in December 1872. Myasoedov's work made a good impression: it was called "one of the best and most informative paintings on a modern subject". In 1873, the canvas was bought from the artist by Pavel Tretyakov, at whose request Myasoyedov finished the painting in 1876. In 1878 the canvas the Zemstvo Dines was included in the Russian exposition at the World Exhibition in Paris.

The art critic Vladimir Stasov called this painting as one of Myasoyedov's most significant works, as well as "a truly modern 'choral' painting", in which "there was also a note of indignation and satire". Art historian Irina Shuvalova wrote that the Zemstvo Dining was "the highest achievement of Myasoedov's entire creative life, the most capital, the most significant of his paintings", representing a major milestone in his work, which (along with such works of the 1870s as Barge Haulers on the Volga by Ilya Repin and Repair Work on the Railway by Konstantin Savitsky) defined "a new stage in the development of Russian realist genre painting".

Действие картины происходит на фоне стены старого дома, ярко освещенного полуденным солнцем. Над крыльцом надпись: «Уездная земская управа». У здания расположились обедающие крестьяне, представители земского уезда, приехавшие для участия в собрании гласных. Подобные земства стали появляться в российских губерниях и уездах после реформы 1864 года для решения хозяйственных и культурно-просветительских вопросов. Обед крестьян составляет простой хлеб с луком и солью. Первоначальное ощущение, что на холсте показана обычная сцена тихой провинциальной жизни, на самом деле иллюзорно, потому что на хмурых лицах крестьян запечатлены глубокая сосредоточенность и грусть, ведь не показанная на холсте дворянская часть земства обедает в помещении. В открытом окне виден вытирающий тарелки половой; с окна свешивается полотенце, а у подоконника стоят бутылки с вином.

Художник показывает социальное неравенство. Тем не менее он избегает декларативности, предлагая зрителям самостоятельно разобраться в происходящем. Особый интерес художник проявляет к деталям: руки одного крестьянина бережно посыпают хлеб солью, другой мужчина держит пучок молодого зеленого лука.

При выборе композиционного решения Мясоедов отказался от традиционных академических приемов. Пространство в картине ограничено только облупленной стеной дома. Человеческие фигуры, расположенные на фоне стены как на сцене, приобретают особую выразительность.

По словам самого художника, работая над картиной, он хотел приблизиться «к реальному и повседневному».

В 1872 году картина была представлена на II выставке Товарищества передвижных художественных выставок. Если одни современники называли произведение «одной из лучших и содержательнейших картин на современную тему», отмечали в ней «ноты негодования и сатиры», то другие считали, что художник «пришел к своей картине не готовый: идеалист по призванию и по манере, он не совладал с будничной покорностью простой, непротестующей и неказистой драмы в ее реально-грубой оболочке».

В 1873 году произведение было приобретено Павлом Третьяковым за 945 рублей, а через пять лет включено в состав экспозиции на Всемирной выставке в Париже. Известны другие названия этой работы: «Уездное земское собрание в обеденное время» и «Земский обед».
